Task: NEC-89

e2e-soak.yml also ran on any push that changed it, so that it could run from its own branch before it reached main. Once it was on main, rebasing any branch onto main counted as such a push. NEC-93's branch paid for a 40-iteration soak it never asked for (web run 611), and every other open branch would have done the same, each holding a runner slot for about 20 minutes.

This removes the push trigger. workflow_dispatch covers every use, on any branch. The workflow's header comment no longer describes the NEC-89 hang as a vault that stops answering; the soak itself showed that was wrong.
