What Relay does

console.relay.md carries Relay Servers, Devices, Organizations, Activity,
Subscriptions, Billing and Account — though it is linked from exactly one docs
page and no navigation.

What we deliberately do not do

No web signup and no web dashboard. docs/plan-phase11.md and
docs/positioning.md record this as permanent, and it is not merely preference:
registration cannot be driven remotely because keys derive from the passphrase on
the user's own device. Note that Relay's account is also created in the
plugin — relay.md has no sign-in link at all — so "they have web account
management" does not mean what it appears to.

The one real hole

docs/launch-readiness.md Gate D: the billing API exists
(GET /api/billing/summary) but there is no page, so a dunning email has
nowhere to point someone who is not in Obsidian. That is a genuine gap in a
money path, not a feature we talked ourselves out of.

What changes

One read-only page rendering the existing summary endpoint. Invoices and payment
state; no account management, no signup. Everything else stays in the plugin.

Risk

Verification

A dunning email's link resolves to a page that shows the right organisation's
state and offers no way to act on another's.
