Task: NEC-49 — https://projectron.nerchure.com/tasks/49

plan-master.md is where CLAUDE.md sends readers for phase status, and it was a week behind. Phase 10 said 'in progress' after the plugin was listed (first in obsidian-releases community-plugins.json at 1b7a527d, 18 Sep 08:34 UTC). Phase 13 said 'designed, not built' after every stage landed, and now cites a commit per stage. Phase 14 said 'never configured' after it went live; the text now says configured live, two test-store purchases, no live purchase. Phases 15-20 now point at their board milestones. 'No real users' stays true on the operator's word (24 Sep); its trigger moves from 'when Phase 10 ships' to the first account that is not ours. Gaps are named rather than ticked: no backup restored, on-demand shard provisioning not automated. plan-phase13.md's status line and stage table are corrected to match. Acceptance greps from the spec all pass, and a fresh-context review found five problems, all fixed in 7620d28.

week behind: Phase 10 "in progress" after the plugin was listed, Phase 13
"designed, not built" after every stage landed, Phase 14 "never configured"
after it went live. Each status now carries its evidence: the
obsidian-releases commit that first lists the plugin (1b7a527d, 18 Sep 08:34
UTC), and a commit per Phase 13 stage. What is not evidenced is named, not
ticked: no backup restored, no live purchase made.

"No real users" stays true on the operator's word, and its trigger moves from
"when Phase 10 ships", which it did, to the first account that is not ours.

Cite what provisioned the boxes, and say billing is configured rather than live ... 7620d289e3

Review found a stale "by script" claim for on-demand region provisioning, two
miscited commits, a Status line that overstated billing, and a commit message
calling test accounts "real people" with nothing saying whose they were.
